"All hail the kleptocracy"

So says Justice Litle of Outstanding Investments upon reading the Wall Street Journal's account of a Russian mobster, wanted in the United States, who's intimately tied up with Russia's natural-gas industry.  Justice writes:

This is starting to get ridiculous.

So what I want to know is: is it a complete travesty for Russia to be a member of the G8… or wholly fitting that Russia is a member of the G8?
