Granted, in the present political environment, there's no way a draft can be reinstated without massive public outcry. Arguing the soldiers are stretched too thin won't cut it; bring the soldiers home, the response would be.
No, it's going to take some new outbreak of nationalistic fervor, such as the one that columnist in Philadelphia pined for this week. Or maybe an escalating series of pinprick attacks on Iran that erupts into full-scale war.
