Just like a website with limited bandwidth.... Figure out what they're scanning for and have everyone flood the system, immediate shutdown. Everyone on all the scanned social websites put a picture of a smiley face giving the raspberries while performing undignified acts on the words NSA, CIA, FBI, etc. Well, there might be one way to defeat the system, and that is information overload.

Figure out what they’re scanning for and have everyone flood the system, immediate shutdown.
