		<description>What is wrong with democratic government is nothing in theory; it is in the delivery of it to the people it serves. THERE IS NOT ENOUGH DEMOCRACY IN THE DELIVERANCE OF IT and it loses touch with its citizens. My solution proposes a NEW IDEA. ALLOW THE CIVIL SERVICE AT ALL LEVELS OF GOVERNMENT TO  ELECT THEIR MANAGER, and perhaps in time their supervisor, at all levels of the bureaucracy. Then whenever a citizen has contact with a government official they will know that s/he has some people skills, not the least of which will be empathy and that citizen ultimately will be able to reach an elected (caring) local official should they wish.
This manager will have to run for re-election each time there is a general election at large at that government level. 

On such a broad subject this could become quite lengthy and circuitous. If you wish to read this at greater depth I have a short discussion on this at http:/way.to/Education. This principal of electing your manager in the civil service is applied to Public Education but could just as easily be applied to any and all government services including the present public discussion of Health Care. Who knows, it might be part of the solution of integrating Money and People, the two sources of power in this world more seamlessly and cordially in our democratic societies.

What else did Obama mean when he said &quot;Day of Reckoning has come&quot;? May be he meant its Imperialism&#039;s reckoning time. As you have written many time that his team is meddling to stop the process of auto fix, of course he will fail. In fact, I believe his actions will bankrupt the whole nation  quick and fast so that people can start fresh. Hurray Perestroika.</description>
